I don’t have any info as to when it started but I know the promo ends on August 31, 2009. It’s only limited to callers within Cebu as well so if you registered to the service when you are in Cebu and travels to, say, Leyte, you will not be able to avail it even if you use the start code a zillion times.I’m talking about Smart Talk unlimited calls promo available to both Smart and Talk ‘n Text subscribers in Cebu.
Smart Talk unlimited can be availed for five days or thirty, it costs 100 pesos and 500 pesos respectively. The 500 -peso denomination makes it cheaper at around 17 pesos a day compared to the 20 peso a day rate for the 100-peso denomination. To avail of either one, you just need to text TALK100 or TALK500 to 6400. Once you get the confirmation then you’re good to go.
The promo is only for Smart and Talk ‘n Text subscribers so make sure you’re calling the right number. There is no info yet if they will charge you if you dial an incorrect number as the customer service representative from Smart I spoke with the other day sounds like they are not yet briefed about this new promo. You have to use a star code which is *6400 in making a call. The exact format is *6400 + the 11 digit cell phone number. If you wanna call 09184729271, then you have to dial *640009184729271. When the network is experiencing high volume of calls, you may hear a busy signal even though the person you are calling is available. I confirmed this by calling someone using their 11 digit number.
I want to assume this is Smart’s answer to the growing wireless land line services offered by Bayantel, PLDT as well as Globe. I’, hoping this would be a permanent rate and wish that this promo is also available in the provinces so my friends would switch back to Smart and ditch their Sun (impossible as it may seem).

@bendzg-yah right! according to the Consumer group Consumer Complaints Center, Inc. has filed a complaint with the Department of Trade and Industry (DTI) against Smart Communications, Inc.’s promo “Smartalk,” calling it “deceptive” and “confusing.” Consumer Complaints Center President Vicente F. Gambito said his group has been receiving complaints about smartalk on the supposed poor service of the unlimited voice call promo smartalk. Mr. Gambito claimed the service bogged down during the first two weeks of implementation of smartalk, and that the *6400 service was unavailable for reasons such as the “phone was unattended” or “phone is outside of the coverage area”, but a connection could be made to an non Smartalk number using a regular call without the use of the prefix *6400 of smartalk. Also, attempts to subscribe to Smartalk during the period only resulted in receiving delayed messages saying the promo was unavailable at the time the registration was made.

^^yay, ang pangit naman pala ng smart talk na yan, my friend experienced when she called her bf who happens also a Smart talk subscriber, nag divert sa ibang guy and take note, the guy is from cebu. the couple are just in manila. what a poor service!

I would like to make a formal complaint regarding my phone billings from your company. That sometime of June 2009 I availed thru text message your promo for unlimited calls from Smart to Smart phones and a reply was sent to me stating:
“Welcome to smartalk! Now you can enjoy 90 days of unlimited smart to smart calls as long as your line is active. You will be charge P 500 for every 30 day period in your next bill.”

However, as early as August 2009 Smart Communications has been billing me for my smart to smart calls, which should not have been since I was still covered by your unlimited call promo which the availment would expire on September 30, 2009 (exactly 90 days from the time Smart notified me that I was enrolled in the unlimited calls promo). Upon noticing my billing statement and without delay I immediately notified Smart and a service request no. 283523006 was assigned to my complaint, sadly no action was made on my complaint. All the same I made extra effort to call Smart again to follow up on my complaint and this time around I was entertained by Sarah Bautista on October 21, 2009 and Liv Malabanan on October 27, 2009 through Smart toll free hotline and upon hearing my concern instantly reconnected my line. However, the line was disconnected on November 5, 2009 and again I contacted Smart Communication a Miss Cherry Cruz on November 05, 2009 suggested that due to the nature of my complaint that I should only pay my monthly due of P1,200.00, disregarding the charges since my complaint is still under investigation and there is still no action coming from Smart. I followed her advice and right away paid my dues. In spite following said advice my line remains disconnected up to present and worst, Smart has imposed Pre-termination charges without acting on my complaint.
In view of this circumstances may I request that my complaint be acted upon immediately and my billing be adjusted as advertised in you unlimited calls promo which I availed and Smart agreed. Otherwise, I will have no other recourse but to seek assistance from the National Telecommunications and other government agency for false advertisement by Smart communications.
